NY. The public security in the Big Apple has changed in the past twenty years. Crime, especially in Manhattan has fallen dramatically thanks to the police or the hard hand of Rudy Giuliani, Mayor at this time (until 2002).
The cops can be felt by the growing number of identity checks, heared thanks to their nasty sounding sirens or seen sometimes high up on horses in the parks. They are not known as squeamish: finally, laws must be adhered to, they serve the order in the big city. It is the protection team, who punish what from the point of view of morality is no longer acceptable. Whoever wants to urinate publicly on a wall, will await consequences. If everybody was doing that ... and there are millions ... well where would this lead to!
